REQGAME: a dissertation tests gamification for requirements elicitation in a federal public agency

Eliciting requirements in Brazilian federal public administration means engaging civil servants with dual agendas, authorities with overlapping competencies, and stakeholders who prefer written and audit-trailed responses. Silent disengagement stalls the process — and that stall shows up later as rework and underused systems. The dissertation defended in 2021 by Ana Cláudia Alves Mendes Araújo at UnB’s PPCA proposes a different intervention for that scenario, under the advising of Prof. Dr. Sergio Antônio Andrade de Freitas .

The work introduces REQGAME — an approach that applies gamification to the requirements elicitation process — and tests it in an experiment with software projects at a federal public agency. The underlying question is not whether gamification enlivens a meeting (that part is easy); it is whether, by changing the participation dynamic, the quality of the collected requirements also changes. And, if it does, along which dimension: completeness, granularity, stakeholder adherence to the final product.

The work weaves Gamification with requirements engineering — two fields that rarely converse — and provides a concrete case helping the Brazilian community debate the limits of gamified design when the problem is not motivation but institutional friction.
