3SW: master's dissertation proposes adapting CIS Controls v8.1 to Brazilian public administration

CIS Controls v8.1 is one of the most widely adopted international references for raising information security maturity. The dissertation defended in August 2025 by Tássio Correia da Silva at UnB’s Electrical Engineering graduate program (PPEE) starts from an important question: how does that reference meet Brazilian public administration? — under the advising of Prof. Dr. Fabiana Freitas Mendes .
The work proposes 3SW — a CIS Controls v8.1 adaptation focused specifically on mitigating threats to Web servers in public agencies. The choice is strategic: Web servers concentrate a large share of the government’s exposed surface, and publication windows of critical systems (such as the Industrial Property Journal at INPI) create predictable risk peaks. 3SW adjusts priorities, controls, and cadence so that the original version — designed for a very broad audience — better fits the Brazilian public context.
The defense took place on August 26, 2025 in Brasília. The examining committee was chaired by the advisor, Prof. Dr. Fabiana Freitas Mendes (PPEE/UnB), and composed of Prof. Dr. Rafael Rabelo (PPEE/UnB — Internal Examiner) and Prof. Dr. Altair Olivo Santin (PPGI/PUC-PR — External Examiner). Prof. Dr. Edna Dias Canedo (PPEE/UnB) served as substitute.
By articulating cybersecurity and software architecture , 3SW offers public agencies an actionable starting point to raise security maturity — and gives the research community an artifact that crosses the distance between global reference and national practice.
